Groundwater is the only source of drinking water in Winnebago County. The objective of the groundwater protection program is to provide services to protect the quality and quantity of groundwater in Winnebago County. The program has specific emphasis on aquifer protection and protection of water quality from community, non-community and private wells.

Services provided include management of the Non-community Public Water Supply (NCPWS) program on behalf of the Illinois Department of Public Health (IDPH), analysis of groundwater samples for potential contamination and coordination of groundwater protection measures with federal, state and local entities. In addition, the program assists in health promotion by providing pollution prevention and water testing education to students, teachers and adults to increase awareness of the many ways in which groundwater can become contaminated. The program also coordinates a laboratory outreach program which allows residents to drop off well water samples in outlying locations throughout the county on a monthly basis for a nominal fee.  See "Water Testing" for fee details.
